Well, the flashing system (flasher) works on resistance. If a bulb is out or a connection is weak/bad, this upsets the resistance in the circuit and the flasher does not "read" the approproate resistance to function properly. Since your problem appears to be intermittant this would suggest corrosion to me (or a weakening/dying flasher).
